Bulk Billing Practice Incentive Program (BBPIP)

The BBPIP will expand the eligibility for bulk billing incentives and support general practices to bulk bill all patients.

About

The Australian Government has announced its intention to expand eligibility for bulk billing incentives to all Australians and establish the Bulk Billing Practice Incentive Program (BBPIP) to support general practices to bulk bill all patients.

There are 2 parts to the upcoming changes to Bulk Billing Incentives in General Practice that will be going live from 1 November 2025:

  1. Expanding eligibility for bulk billing incentives
  2. Bulk Billing Practice Incentive Program (The Program)

Expanded Bulk Billing Eligibility:

Starting 1 November 2025, all Australians with a valid Medicare card will be eligible for bulk billing incentives. This marks a major expansion from the current eligibility, which is limited to:

  • Children under 16
  • Commonwealth Concession Card holders

This change allows all general practices to participate in the expanded bulk billing program.

Bulk Billing Practice Incentive Program:

The Bulk Billing Practice Incentive Program (BBPIP) introduces a new financial incentive for practices registered with MyMedicare.

Key Features:

  • A 12.5% loading payment on every dollar of MBS benefit earned from GP non-referred attendance (NRA) services.
  • The incentive will be equally shared (50/50) between the GP and the practice.

To participate in BBPIP, eligible practices will need to:

  • Bulk bill all eligible services for every patient
  • Promote their participation in BBPIP as Medicare Bulk Billing Practices in the National Health Service Directory (NHSD)
  • Be MyMedicare registered*

*Currently unaccredited practices that wish to participate in the BBPIP will be exempt from MyMedicare accreditation requirements for a period of time yet to be announced.

Accredited practices can prepare by registering for MyMedicare. Instructions on how to do so are available on the Services Australia Health Professional Education Resources website.

Registration: Registration for BBPIP will be open from 1 November 2025. Practices will need to register for BBPIP via Services Australia’s Organisation Register.

Practices will need to complete an Expression of Interest form with the Department of Health, Disability and Ageing to participate in BBPIP. When a practice expresses interest, they can request a communications pack that includes posters for the waiting room and signage for the practice that all consultations are now bulk billed (for them to use after 1 November 2025).  Expressing interest does not commit a practice to participating in BBPIP.  Practices will be able to register for BBPIP with Services Australia from 1 November 2025. 

A new calculator has been released for general practice owners, managers and individual general practitioners to estimate annual earnings from Medicare bulk billing incentives (BBIs) and the new Bulk Billing Practice Incentive Program (BBPIP), starting 1 November 2025. Practices participating in the Bulk Billing Practice Incentive Program are required to advertise as a bulk billing only practice on Healthdirect Australia’s National Health Services Directory (NHSD). Practices are required to maintain registration for the entire period of participation in the program. Practices must ensure that all details on NHSD, including address, contact details and opening hours are accurate. 

There are two main ways to register your practice details on NHSD:  

  • Option 1: Directly through NHSD – Via the online registration form 
  • Option 2: Indirectly through Provider Connect Australia™ (PCA™) – you can then choose to publish your data to the NHSD and other business partners.
